Rush Limbaugh claimed that the Obama administration issued a "waiver" to exempt seniors from Medicare cuts enacted by the Independent Payment Advisory Board (IPAB), a body created by the Affordable Care Act. He also claimed that the board constitutes "rationing" and "death panels" and will decide health care coverage for "individual cases" under Medicare.
