Schumer came down hard on the proposal on the Senate floor, saying the plan would give every insurgent who killed an American soldier, a "get out of free jail" card.
"How can we ask American young men and women to risk their lives in Iraq if those to seek to shoot at them are then absolved of any blame?” asked Schumer. ”This is a statement that should really go down in infamy."
