Fireworks as Schumer offers kill bill

Sen. Charles Schumer (D-N.Y.) triggered partisan fireworks yesterday as he offered an amendment that would ban Dubai Ports World from operating American ports to a lobbying-reform bill.

Senate Republicans vowed to file for cloture in an effort to derail Schumer’s amendment as a senior aide to Majority Leader Bill Frist (R-Tenn.) denounced the senator from New York for violating Senate protocol by not revealing his intent to offer the amendment ahead of time.

The move was “completely inappropriate,” and Schumer “misled the majority,” the Frist aide said.

“Bill Frist is not going to stand for this kind of behavior from any member of the minority. Period. End of discussion,” the aide said.

Senators gathered on the floor late yesterday afternoon to try to settle the chamber after Schumer offered his surprise amendment to another amendment by Sens. Ron Wyden (D-Ore.) and Chuck Grassley (R-Iowa). Their amendment was aimed at curtailing the Senate practice of secret holds.
