MOSCOW — Russia's Foreign Ministry said Friday the U.N. Security Council cannot consider levying sanctions against Iran until it's proven Tehran's nuclear program is not exclusively for peaceful purposes, a Russian news agency reported.
Russian officials had said previously that they were awaiting an April 28 report by the head of the U.N. nuclear watchdog, Mohamed ElBaradei, before deciding Moscow's position on further steps to resolve the Iran crisis.
