Iraq Ghost Detainees

WASHINGTON (Reuters) - The U.S. military in Iraq and the CIA signed an agreement on keeping "ghost detainees" off the books and concealed from international observers, Pentagon documents made public on Thursday indicated.But two senior military officials said they knew of no such agreement for the practice, detailed in previous Pentagon investigations, of hiding detainees from the International Committee of the Red Cross to permit secret CIA interrogation.

The documents referring to an agreement between the CIA and the military were obtained by the American Civil Liberties Union from the Pentagon under court order through the Freedom of Information Act.Other documents released by the ACLU referred to an atmosphere of what one officer called "releaseaphobia" that prevented even innocent prisoners from being freed from U.S. military custody.
